Tasks

 Job purpose Under the supervision of the Regional HR Manager, the Senior Officer, National Society Engagement and HR Capacity Building, is responsible for building relationships and maintaining engagement with National Societies in the context of regional programs and operations through regular collaboration, strategic communication, and lesson learning. The incumbent has end-to-end responsibility for recruitment and selection processes and requires an in-depth knowledge of talent acquisition practices as well as strong business acumen. Moreover, the incumbent champions HR capacity building in the Europe Region and the Global Service Centre to develop and strengthen the skills, abilities, processes and resources in the regional HR team including country and cluster HR focal points.   • Communicate with National Society counterparts on HR initiatives and opportunities. 
  • Provide advice and services to National Society on HR policies and best practices. 
  • Support NS to strengthen the organisational function of their HR management and advise NS on developing and implementing HR policies and procedures when it comes to all elements of HR management and development. 
  • Provide advice and support to, or share experience and tools with, National Societies on matters relating to operational structures, mechanisms, procedures, and regulations to effectively mobilize and manage talent, especially during emergencies. 
  • Strengthen the regional HR network and build relationships with national societies not yet part of the network 
  • Facilitate the formulation of an HR practitioners community and ensure its activity by providing information and support to its members. 
  • Organize HR Webinars in partnership with Company HR focal points and the NS HR practitioners. HR capacity building 
  • Map the regional HR capacities and assess capacity needs and assets. 
  • Conduct training needs assessment
  • Ensure excellent collaboration with HR colleagues and contribute to their individual and collective learning and professional development as suitable. 
  • Advise hiring managers on the engagement of different categories of Company personnel, including interns, volunteers, consultants, Staff on Loan (SoL) and Company staff. 
  • Provide advice to HR colleagues and hiring managers with regards to the interpretation and application of the Staff Regulations and related instruments relating to talent acquisition and coordination with National Societies. 
  • Contribution to the building of an effective, high-quality, HR team 
  • Be actively involved in broader projects and policy development activities and contribute to wider process improvement initiatives. 
  • Ensure support in registering and updating master data in the organization’s HR systems. 
Expectations
  • University degree in HR or related field. A combination of a first-level university degree and extensive relevant experience may be accepted in lieu of an advanced university degree.
  • At least 5 years of relevant working experience
  • Demonstrated HR professional experience in a multicultural, n international, matrix organization (IO, NGO, corporate)
  • At least 3 years Talent Management experience
  • Demonstrated in-depth knowledge of talent acquisition practices.
  • Excellent written and interpersonal communication skills.
  • Ability to work in a cross-cultural and cross functional environment.
  • Excellent  organizational and planning skills
  • Well-developed networking and relationship management abilities.
  • Excellent  diplomatic, influencing skills
  • Excellent customer service skills. 
  • Fluent spoken and written English

  • Understanding of and experience of working with the International Federation/ICRC and/or the RCRC National Societies
  • Demonstrated mentoring, consulting, and coaching skills. 
  • Good command of another Company official language (French, Spanish or Arabic).
